Rev 5009 completes the tweaks related to unit testing.

Rev 5008 is tagged with "ready to remove g.new_config switch".  I
attempted to move that to 5009, with confusing results.  Anyway, there
is only a trivial difference between 5008 and 5009.

Unless urgent bugs are reported, rev 5010 will remove the g.new_config
switch and all code disabled by this switch.  In fact, such
housecleaning will help reveal any lingering problems.

Expect 5010 later today or perhaps early tomorrow.
