Rev 5518 contains the following changes to leo/plugins/threadutil.py:: 1. Added a top-level init method that merely returns True. This makes a unit test pass.
2. LeoPluginsRef now contains @file threadutil.py. **Important**: converting to an @file node was easy and automatic with the relatively new parse-body command.
