I've turned the corner with the stc project. There is still lots of work to be done, but the issues that have consumed all my attention, conscious and otherwise, for the last 6 months seem to be resolved.
I plan to work on both Leo and stc each day. This is feasible now that the stc work is pretty much "normal engineering". For Leo, I'll focus on support issues and bug fixes first until the way-to-long backlog is gone. Longer term, I'll be investigating adding type checking and refactoring to Leo. Leo's nodes provide a ready-made way to do incremental computations. It's an open question at present whether any part of Rope's code will be useful. Pylint's baroque code is unlikely to play a part, though it has been valuable in my background studies.
