Depends on UI. I would rather type

   one| two words| etc...

than

   ['one', 'two words', 'etc...']

Well actually I would rather type:

   one, two words, etc...

I don't think it's unreasonable to expect there to be punctuation
restrictions in tags, or even no spaces and no caps, as that is common
practice elsewhere.

   one, two-words, st-petersburg-russia

Personally, I like the 1st tag to be important, the 2nd perhaps, and
the rest less so. After 3rd order _really_ doesn't matter to me.

This would be an important-to-vital feature to avoid the proliferation
of tags over time -- in a few months (or a week!) I will spin my
wheels trying to recall if I tagged that 'settings-leo' or
'leo-settings'.
