Rev 6119 fixes a major bug involving the rst3 command. Previously,
rst3-related settings, which start with "rst3_" where not, in fact,
initializing the internal rst3 settings!

I never noticed this because all the documentation in LeoDocs.leo used to
use @ @rst-options parts to specify settings.

But using @ @rst-options this way is *very* bad style: it hides any
variations in settings in the blah-blah-blah of specifying defaults.

Now, the defaults are given in settings in the "Startup" node. This is
correct: defaults are given *one*, in an out-of-the way place.

BTW, now that almost all @ @rst-options parts are gone, there is even less
reason for the @file nodes in LeoDocs.leo. I'm going to remove them,
thereby removing all the not-really-needed .txt files they generate.
Naturally, this makes LeoDocs.leo bigger, but I think the clarity of
expression is worthwhile. LeoDocs.leo really should be a model of good
practice.
