In my case the situation looks different - and - verifies that there is a 
workflow issue with creating the documentation of Leo locally! - At least 
on Windows ...

Here are the steps that I executed:

Delete the existing snapshot of Leo & restart from scratch via 'bzr branch' 
...

* OK. - See 'Log-002' - Snapshot is now on revision 6232. - See also 
'Log-003'
* Open outline 'LeoDocs.leo' and click 'make-sphinx' button - OK - See 
'Log-004' & 'Log-005'
* See 
file:///C:/Repositories/bzr/leo-editor/leo/doc/html/_build/html/leo_toc.html
* Check the current state of Leo in bzr. - See 'Log-006'
