rst is plaintext, with special syntax for things like italics etc. BUT... I think not using rst would be much simpler, because in HTML it is much easier to generate arbitrary layouts. Specifically the attached .leo file generates the attached .html, which is a start on what I understand you're looking for. I've used my proposed notation of /notename for the letter notes and #numbernote for the number notes. The .html is generated when you click the `process` button.
