The intended way to access your myLeoSettings.leo file is from the Help menu (which is somewhat counter intuitive in itself). However, it's not created automatically when you try and access it, although I think this is a bug that will be addressed soon. So you need to create an empty file, and save it as myLeoSettings.leo in the .leo folder in whatever Windows calls your home folder. In that file you need a node called @settings, only nodes that are descendants of that node will have an effect. Then you can just copy node / paste node to copy the "leo_dark theme 0 settings" node I believe you already found as a child of the @settings node in your myLeoSettings.leo Restart and you'll have a dark theme, although it really only works when the rest of your environment is using a dark theme too.
