The new code uses s.encode and s.decode for much easier compatibility 
between Python 2 and 3. As a happy side effect, g.reportBadChars is no 
more. leo/external/codewise.py also uses the new code.

All tests pass, and the code should work exactly the same as before, but 
one never knows. Please report any problems immediately.
