Leo's dabbrev commands are indeed truly broken: https://github.com/leo-editor/leo-editor/issues/143
Instead of simply fixing the code, I plan to revise it so that only a single command is needed. This would present the possible completions as at present, but would allow the user to drill down to the desired completion using tab completion. This is the more Leonine way, and it will be much more effective than cycling through possibilities. Clearly, nobody is using dabbrev at present, and I suspect few care about this bug, but a better scheme might interest some. Let me know now if you have any problems with this plan.
