I think you've misunderstood my suggestion. I love focus borders, but *hover* focus borders are visually distracting to where the actual pane focus is. My first thought was to just make the hover color the same as the unfocus color but as I stated in my previous post the hover border overrides all other borders.
We all find different things distracting. This distracted me and I made a suggestion that I believe would give this useful feature even greater utility.
