I am also on windows and this has not occurred for me (I am running latest).
Please check to see if entering the cut-node command (via Alt+x) is operational. If so then it is likely a key binding issue but to the best of my knowledge nobody has messed with the default key bindings recently. If that is operational please try adding a custom binding "cut-node = ctrl+shift+x" to the @settings-->@keys-->@shortcuts node in your myLeoSettings.leo file. Let me know how those tests go.
