Edward did some work a little while ago, at my request, around getting 
links using the 'outlook:'  protocol to open (ie -> M$ Outlook). He didn't 
get as far as allowing CTRL-Click to work (I was going to have another go 
at that...), but perhpas something broke in the process?

look for subject "ability to support Windows 'outlook:' protocol in URLs?" 
in this newsgroup, from this January.
