The useUI switch exists in leo/plugins/qt_frame.py.  At one time, it may 
have been possible to specify the contents of Leo's window with Qt Designer 
<http://doc.qt.io/qt-4.8/designer-manual.html> files when this switch is 
True.

At present, however, when useUI is True, Leo fails at startup with an 
ImportError: no module named Qsci (Scintilla) when using the Anaconda 2 or 
3 distros.

I don't see any reason to retain this ancient code.  Does anyone use it?
