The latest Leo version is v5.4 at https://sourceforge.net/projects/leo/files/Leo/5.4-final/
If you used the windows single-click installer you should be able to start Leo via the Start button> All programs> Leo. Also, during the installation a Leo shortcut would have been created on your desktop. The Running Leo <http://leoeditor.com/running.html> section could be improved here as the Windows section doesn't mention the easiest start options if you have used the windows single-click installer.
