Rev 0fb4cec improves traces and comments to make clear to me and future
maintainers what is happening.
Here is the checkin log:

Improved comments and traces in efc.on_idle so as to avoid future
confusion. All tests pass.
Refactored the is_enabled test out of the helper and into on_idle, to make
clearer what is happening.
Changed and tested code in the disable "else" clause so that it works like
the code in the "if 1:" clause.
