Marcel Franke made a strong case for viewing Leo's master branch as 
inherently stable, using a devel branch as the bleeding edge.  He provides

The more I think about this, the better I like it. It lets people choose 
their level of adventurousness.  It clarifies the development process and 
should not restrict us devs in any way.

The only changes required:

- Change the description of the master branch here 
<https://github.com/leo-editor/leo-editor/tree/master>.

  Aha! It *is* possible to change branch descriptions!  No need for 
branch.md.

- Create a new devel branch.

- Document the new meaning of master, and the existence of devel.
