Sounds like a bug that needs fixing.  The drag and drop process
converts the content to XML, apparently incorrectly.

I think the defaults are that drag moves nodes and either shift-drag or
alt-drag or something duplicates them.  Also dragging within outlines
is different from dragging between outlines.  And there may be settings
that affect these things, perhaps active in one outline and not the
other.  But in no case should dragging remove accents.
