I have just checked the 6.3 branch, and get the same results.  After 
deleting the .leo/db/g_app_db, VR3 first opened on the left.  After 
applying vr3-use-std-layout, VR3 opened correctly on the right for every 
outline I opened, and did so again after closing and restarting Leo.  VR 
opened on the right as well.

It's still not ideal but better than before.
