Try running 

python3 -m leo.core.runLeo

If this succeeds then Leo has been installed properly, and the problem is 
with the launcher "leo".  What version of Python 3 do you have?  Leo 
requires at least python3.9.

Whatever the problem is, Leo normally runs fine on both Ubuntu 20.0x and 
22.0x, so the issue would be specific to your machine.
