At last I have found the key. The .toml file needs *only* to specify this:
[tool.setuptools]
packages = [
"leo",
]
This creates a proper wheel. However, right now (to avoid dozens of
warnings) the .toml
<https://github.com/leo-editor/leo-editor/blob/e5ccc6fc29062790194d77c33c1a79012f68c974/pyproject.toml>
file specifies dozens of other "pseudo-packages". I'll try to avoid listing
all those packages later today or tomorrow.
