I had to make sure it was active if a layout needed it (even if not 
visible) so it would open in the right slot in the layout.  I put in a test 
for whether VR3 had been enabled or not, and changed the layout's slot name 
it it was/was not.  That all worked, but maybe I made a mistake and didn't 
cover all cases or layouts.  I will check right away.
