I've just checked in a patch to LeoCAD that adds some of the functionality of the Pieces Library Manager to the Linux version. It doesn't have all the features that the Windows version has but it allows you to import individual LDraw pieces and update packages (like Philo's parts pack).
I'll try to build rpm/deb packages and upload them tomorrow but if you're feeling brave you can get the latest source and compile it yourself (instructions can be found at http://trac.gerf.org/leocad/wiki/CompilingGuide). If you've never compiled anything before I'd suggest waiting another day for the .deb package. You don't need update18, it's already included in the current library.
