LeoCAD uses the LDraw file format so you ldraw.org has all the documentation about the file format.
If you want to use a custom library you have to point LeoCAD to the folder or file that has your library by either entering the path in the preferences dialog, using the -l command line option or the LEOCAD_LIB environment variable. It can either be a directory or a zip file containing all parts for your library.
