Sometimes I keep bugs around because even though they are fixed there's something that could be done still.
The one you mentioned for example, the paint tool and properties have been there for years but the person who posted it couldn't find them. I didn't close this bug because I wanted to find a way to make it more obvious that those options are there. Feel free to close bugs that you think are fixed.
