"foundation" should http://sourceforge.net?
Our webpage at http://lesstif.org/
clearly points to
http://sourceforge.net/bugs/?group_id=8596
for reporting bugs online.
Email is also fine, but the person reporting has the drawback that
the further progress on thata topcs can't be easily followed.

I have no idea about RPM or our RPM dists. Our experts will hopefully
address details here.
But a general question:
do you really need them? :-)
Ok, one might use mwm, but if you want to run our version of uil you
should not use the RPMs but our CVS version - you will have to debug
things ...
