you need to set XkeysmDB envornment
If you put X11 libraries for Cygwin in c:\cygwin\usr\X11R6
then put the following in you System envirnment through
Control Pnael --> System
Set XKeysymDB=c:\cygwin\usr\X11R6\lib\X11\XKeysymDB.
