Xbae, Xlt configure are broken

Both scripts do not work currently.
They don't feature the required check for libXp, but
are using the internal configure variable for the result.
We need to copy a modified test from the code in toplevel/acinclude.m4.
We are not interested in the headers, but ensure that apps
can link correctly this time.
