Xm.h and dependencies

When I need to re-run configure (quite often ...)
Xm.h is updated each time and in turn all files
are being rebuilt :-(

How can one avoid this, while keeping dependency tracking?
Xm.h is only modified against Xm.h.in by inserting
the version number of LessTif.
Could we have this in a file different then configure.in,
and then manually create Xm.h from the Makefile just when
this file would be touched?
