Please provide a letsencrypt-no-thanks package like dbconfig-no-thanks so we 
can make letsencrypt optional.

Currently gitlab depends on letsencrypt but that brings in about 12 python 
packages for those who don't want to use letsencrypt.

No. If gitlab "Recommends" letsencrypt, it's installed by default
unless the local admin has disabled the automatic installation of
Recommends.
