Indeed unexpected (never thought about this before), but makes sense:
pbuilder is primarily thought for building packages where it doesn't
make sense to install Recommends of Build-Dependencies.
So I checked inside "pbuilder login" and indeed, there is a
/etc/apt/apt.conf.d/15pbuilder which only contains a single line:
APT::Install-Recommends "false";
Maybe you want to try that a second time, but inside a freshly
installed VM or so to get the defaults as they are after the Debian
Installer has been run.
