Dear Maintainer,

Running "apt-get purge certbot" deletes the entire /etc/letsencrypt
directory.

This is not correct, purge is supposed to remove only files that are
part of the packaging.

I was trying to re-install certbot, and now I've lost my entire setup
and all the certs.

Expected outcome: apt-get purge should remove all files that are included
in the package distribution, but should not touch configuration files
that were modified or files that were created during setup.

backports bugs are not to be submitted to the BTS (see backports
documentation)

no.
From dpkg(1), the description of "purge":

The package is selected to be purged (i.e. we want to remove everything
from system directories, even configuration files).

then you had to run "remove", not "purge".
