It is actually not an exclusive GSM license. It is a unified telecom license 
for provision of various services among which is GSM. MTN and Starcomms is 
among the telecom providers that have already acquired the unified license.

from a fresh license issued to Mubadala Development of United Arab Emirates for 
GSM mobile service in a secret deal between governments of Nigeria and the 
United Arab Emirate. A few months ago the Nigerian Communications Commission  
which regulates the telecom industry and which the government says may also 
take on regulation of broadcasting  told industry players that it was coming 
out soon to auction radio frequencies in the 450MHz, 1800MHz,  and 3GHz. In its 
latest release, the 1800MHz spectrum was not mentioned.
