Sure, and I think it might (finally) solve bug 853 too! In line with recent
changes though, I think it'd be more fitting to install it to
/usr/share/doc/udev-$udevVersion. i.e.
install -m 755 -d /usr/share/doc/udev-068 &&
install -m 644 docs/writing_udev_rules/index.html /usr/share/doc/udev-068
