Gotto love talking to myself. The more I find out the more confused I
get heh
So I found svn log which tells me what I need to know I think.

Improve the heuristic for selecting a supported/working locale

Okay that works. Now, when I mistakenly ran -r7168:7171 before, what
happened exactly? According to the above there is no 7168 on the
changelog.xml file. What did svn do then? Because it pulled in the "PDF
fixes" change which was part of revision 7167. I didn't ask for 7167, I
had asked for 7168.
Following my own logic, it simply means that in revision 7168 no changes
were made to the changelog.xml file. The contents of changelog.xml in
rev 7168 is the same as the contents was in revision 7167, which would
explain why I saw that changed merged?
Do I finally understand it?
