My book agrees with Archaic.  Using by ... of/the is correct, but could
be construed as an inflated phrase, leading to a stylistically wordy
sentence.

The tone of the sentence could be changed to be more authoritative (and
even more concise):

Use the localdef command to create and install additional locales.

That might change the meaning too much though...
