Updated to Vim-7.0. Fixes #1793.
I know there was discussion about whether or not to include this now,
but I think given the time it's taken us to finalize plans for 6.2 and
the minimal impact vim has on the rest of the system an upgrade now
won't cause any harm.
I'll wait to hear Alexander's further comments about vim's UTF-8 man
pages before closing the ticket.
