#1827: Move programs and support files out of usr for bootscripts

The following changes are required:
coreutils: mv /usr/bin/nice /bin
findutils: mv /usr/bin/find /bin
kbd: mv /usr/bin/{kbd_mode,openvt,setfont} /bin
Additionally, need to add '--datadir=/lib/kbd' to kbd configure line.

I did not label this bug a blocker, but I do think that it is important
and should be corrected before 6.2's release if editors willing.
