Unfortunately, this attempt crashed badly in the past. See

Don't be so hard on yourself. You did a really good job on that. We
can still make updates in the Wiki for known bad packages. Even if
it's just to say "This doesn't work completely in UTF-8. Try using
this other package." All the Locale Related Issues page needs to say
is "There are some bad packages such as a, b and c. If there are known
issues, a warning will be placed at the top of the page. Look in the
Wiki for further discussion."
