 Still, for a system to be compliant, it has to have the ability to install
 all validly-packaged applications (i.e., it has to be able to install
 RPMs, either through RPM, or through a custom converter).

 See, however, this thread (the idea is that LSB packaging requires,
 strictly speaking, not just RPM, but RPM <= 3.0.5):
