Development did seem to pick up a while back, though I'm not sure how long
it might take them to review your patch.
On Sunday, Tony Abou-Assaleh (the new maintainer) said he had asked for
copyright assignment on an i18n patch, but I couldn't find the one he
referred to and so far haven't seen a reply to my question about it. I'm
not the author of the debian patches, so we'll have to wait and see.
