#2120: Outdated policy text on Man-DB page

Comment (by willimm):

 Analising Colin's letter, we see that:

 * Man-DB 2.5.1 can display UTF-8 pages, so that's why we don't need the
 convert-mans script.
 * Colin says he can add code to Man-DB that automaticly detects the
 /usr/man and the /usr/local/man symlinks, and that means we don't need the
 first change for Man-DB.
 * He also, for us, added the --with-browser=lynx --with-col=col --with-
 vgrind=vgrind
 --with-grap=grap options, so we don't need the second change too.
 * He recommends adding GDBM along with Berkely-DB, and using the --with-
 db=gdbm switch. And it's going to be the default in 2.5.3.
 * You can now remove convert-mans now, with the exception of a few
 hopelessly misencoded pages that are lost causes, Man-DB can understand
 all languages and formats.
 * He is fixing the broken Norwegian support in 2.5.3.
 * He is happy making Man-DB compatible with Groff-UTF8.

 So that was my analis.
