Well, it's only mostly-invalid. We might still want to change &texinfo-
version; to be 4.13a, so people don't get confused if they (a) see
texinfo-4.13 in the book, (b) know that 4.13a fixed some packaging issue
with 4.13, but (c) don't know that 4.13 got changed. (Granted, that's
probably a small number of people. But it's a small change too.)
But whatever Randy wants to do (since he already accepted the ticket).
