Should be Kadzban, but you got it right in the ChangeLog which is the more
visible location :-)

Please don't use entities in the changelog. If someone comes along and updates
that patch again, you'll end up with an incorrect ChangeLog entry here.

I'm still confused as to what causes incorrect permissions on the above two
files. Has anyone analysed why we need to do the above, and whether there may
be a more 'correct' fix?
