#2361: E2fsprogs testsuite needs mkswap

While running the E2fsprogs testsuite, I noticed this...
swap0: ./test_probe: line 29: mkswap: command not found
ok
swap1: ./test_probe: line 39:
/home/pkgusers/e2fsprogs/xxxbuild/yyysrc/lib/blkid/tests/tmp/swap1.results:
No such file or directory
./test_probe: line 42: mkswap: command not found
So, the mkswap program needs to be built with Util-linux-ng in Chapter 5.
Also, while I'm on the topic on Util-linux-ng, I thought I'd mention the
BLKID_LIBS variable is no longer needed on the make command.
