#2366: Slight reorganization of Bootscripts chapter

A couple of the pages in the Bootscripts chapter appear to be arranged in
a somewhat random order. The page on how the bootscripts work is followed
by a page on Udev info, then a bunch of bootscript config stuff, then
another page on Udev (Custom Symlinks). Also, the network config pages are
split up by the Custom Symlinks page. I suggest moving the "Custom
Symlinks" page to right above the "localnet" page, and "Device and Module
Handling" immediately before "Custom Symlinks". In other words...

To go a bit further, the "Bash Shell Startup Files" should probably be
renamed something like "Locale Setup" since that's what it really is
anyway - there are really only a couple short paragraphs about the Bash
Startup Files in general, followed by a long list of info about
configuring the locale. Alternatively, the general info about Bash Startup
Files (perhaps with a little more detail, and certainly with an additional
link to the "Bash Startup Files" page in BLFS) could stay where it is, and
the rest, about setting up the locale, could be put into a new page.
Any other thoughts (even if it's just "this is a waste of time")?
