#2490: Add instructions for parallel make

Using a variable MAKEFLAGS='-j 2' will allow systems with multiple
cores/processors to build faster.
Adding this to 5.3. General Compilation Instructions will inform users
about this capability.
Also needed will be a warning that output from the build instructions will
not be sequential making interpretation of error output more difficult.
