As a quick workaround, eliminating mkdir build; cd build works.
The options for configure need to be:

../configure --prefix=/usr
--sysconfdir=/etc
--disable-grub-emu-usb
--disable-grub-fstest
--disable-efiemu
}}}
--disable-grub-emu is no longer recognized.
