Comment:
The "New Ticket" link is only made available to those people that have
permission to submit new bug reports (i.e. logged in users). This is a
feature of Trac's permission system.
We used to allow anonymous bug reporting/updating but suffered too much
Trac-spam and the other methods of eradiacting that problem (e.g. captcha)
were deemed too user-unfriendly/intrusive so it was decided to only allow
logged in users to add/update tickets.
