Whilst I can't reproduce your exact results, I can certainly confirm that
there are differences between a root and non-root test run. This is from
a non-root run:

all.tcl: Total 24472 Passed 23360 Skipped 1111 Failed 1
}}}
(the failing test in this case is cmdAH-25.3)
This is from a root run:
{{{
all.tcl: Total 24472 Passed 23124 Skipped 1348 Failed 0
}}}
To be honest, I think we should simply remove all references to the test
suites in chapter 5.
